Landen lodges Bella Vista TOD SSDA, marking milestone for housing supply and delivery
Sydney, Australia – 9 October 2025 – Delivering on policy and community need, Landen has lodged a 444-home State Significant Development Application (SSDA) at Bella Vista, one of the first Transit-Oriented Developments (TODs) in the Metro precinct.
This $570 million project is a key milestone for both Landen and the NSW Government’s Tier 1 TOD program, translating rezoning intent into tangible housing outcomes in one of Sydney’s fastest growing corridors.
Located at 40 Memorial Ave, between Bella Vista and Kellyville metro stations, this 2.5ha site will deliver a diverse housing mix designed to support families, downsizers and professionals, setting a new benchmark for connected and sustainable living in Sydney’s north west.
Shane Harding, Landen’s Head of Property, said the Bella Vista SSDA demonstrates both the company’s vision and execution capability, turning policy momentum into action.
“As the first TOD proposal in Bella Vista, it highlights Landen’s ability to pioneer precinct-scale projects, integrate housing with infrastructure, and deliver outcomes that align with government priorities,” said Mr Harding.

Meeting Western Sydney’s growing demand
Landen’s Bella Vista TOD comes at a time of strong population growth and housing demand in Sydney’s north west, with Western Sydney forecast to accommodate over half of Sydney’s total population growth by 2041, according to the NSW Government.
Reflecting this trend, Bella Vista – now home to more than 8,700 residents – is projected to more than double its population, reaching 18,089 by 2046.
Buyer demand in Bella Vista is also rising, with Realestate.com.au reporting a 19% increase in buyer activity over the past 12 months, highlighting the growing need for new housing in well-located precincts.
To meet this demand, the development will comprise 444 units, with a balanced housing mix of:
- 82 x 1-bedroom (18.5%)
- 208 x 2-bedroom (46.8%)
- 134 x 3-bedroom (30.2%)
- 20 x 4-bedroom (4.5%)
With the lodgement of the SSDA completed in September 2025, approval is targeted for March 2026.
Driving housing and infrastructure outcomes
Bella Vista was identified as a TOD Accelerated Precinct in late 2024 due to its proximity to key transport interchanges and amenities. The rezoning provides capacity for 4,600 new homes, 3,800 jobs, affordable housing contributions, new open spaces, and active transport links – targets Landen’s development aims to support.
“For Landen, the Bella Vista SSDA is more than a development milestone – it is a strategic step in cementing its presence within the Metro precinct,” said Mr Harding.
A benchmark for TOD delivery
As the first SSDA of its kind in Bella Vista, the project demonstrates how government-led TOD policy is translated into real housing supply, delivering wide precinct benefits through its integration with transport infrastructure, supporting the State’s vision for more liveable, connected communities.
Construction will commence mid 2026 with completion expected in 2028.
